Governor Andrew M. Cuomo signed legislation on Thursday to help protect the health and safety of dogs and cats across New York State by authorizing local municipalities to adopt more stringent laws to regulate pet dealers.
Advocates are celebrating a victory for the animals as a venerable pet shop cuts ties with brokers who keep puppy and kitten mills in business. The shop will now feature adoptable cats and dogs from shelters and breed rescues.
